  • The full cloverleaf design of the interchange has severe capacity limitations. The weaving distance between the loop on ramp and the loop off ramp is too short to accommodate the heavy flows of crossing traffic.
  • The traffic signals at Glendon Way and at Hellman Avenue are so close to the off ramps that off ramp traffic cannot enter Garfield. This causes backups along the ramp, sometimes onto the freeway.
  • Stop signs at the end of the loop off ramps reduce the capacity of those ramps, causing traffic to back up along the interchange area.
  • The tight curves on the loop ramps reduce operating speeds, thereby contributing to the congestion.
